Depends on what failed. Igniters, elements, sensors, switches, and valves are routine parts on most ranges. When the failure is a cracked cooktop or heavy internal corrosion, we'll say so plainly and you can decide from there.

Often yes on electric, since the oven runs on a separate circuit path. With gas, if you smell gas or see yellow flames, shut it off and stop using the appliance until a technician has looked at it.
A weak bake element or a gas igniter that's lost resistance heats slower than it should. Igniters degrade before they fail outright. A blocked vent or a door gasket that no longer seals also bleeds heat during preheat.
